The area around Pottery Road of Newport, South Wales has been blighted by repeated fly-tipping, with everything from used nappies to animal bones and soiled sanitary products dumped there.
Newport City Council has now released the CCTV in an effort to identify the offender, as reported by Need To Know.
A spokesperson said: “Our CCTV cameras caught this person dumping bags of rubbish on Pottery Road.
“We’re sick of people fly-tipping in our city.
“Help us put a stop to it.
“If you have any information as to who they might be we would like to hear from you.
“We are fed up of people, often not from Newport, treating our wonderful city as a dumping ground.
“And we would rather not have to spend your money on clearing up other people’s illegally dumped mess.
“The council is committed to working with residents, businesses, and partner agencies to prevent fly-tipping, support responsible waste disposal, and take action against offenders.
“We would welcome greater powers to be able to take more effective action against fly-tippers, such as an increase in the maximum amount we are allowed to fine people for these offences.

“We also ask residents to be extra vigilant and make sure that, if they are using a private waste collection service, that the person or business you use has a valid waste carriers licence, and keeping records of the waste transfer.
“These will help in the event their waste is found to have been illegally dumped.
“Following our installation of CCTV cameras in Pottery Road, we have seen a reduction in fly-tipping in this area, though incidents still persist.
“Investigations into these incidents are underway, and we are working our way through the fly-tipping legal processes we must follow before we progress to issuing fines or seeking prosecution of offenders.”
