The young women were travelling from their home city of São Miguel to the town of Pereiro, when tragedy struck.
Despite crossing state lines, the journey is only around 14 miles (22.5km).
The police said the driver “possibly lost control on a bend”, causing the car to flip over several times.
Other road users tried to help the victims in the wreckage and called the emergency services for assistance.
A police spokesperson said: “After arriving at the scene, the team came across a VW Gol car with Rio Grande do Norte license plates, overturned and off the road, with two deceased victims inside.
“At the time, one of the passengers was taken to hospital, but could not resist her injuries.
“The driver was 20 years old and the passengers were 20 and 22 years old.”
Letícia and Maria Vitória’s heartbroken grandmother said: “Rest in peace, my granddaughters, may God keep you in a good place.
“Know that grandma loves you forever.”
