It landed on Mockingbird Lane and a feeder road to the Zac Lentz Parkway.
The aircraft hit three vehicles near the Victoria East High School, leaving debris strewn across the motorway.
Three people had non-life-threatening injuries and the fourth needed a higher level of care, according to the police.
Only the pilot, who has not been named, was on board the aircraft at the time.
The intersection was blocked off as the authorities dealt with the wreckage, as reported by Need To Know.
Deputy police chief Eline Moya said: “We are glad that it wasn’t worse than what it is.
“This is not something we see every day.
“But we are glad that people seem to be okay, and they are getting checked out.”
A video shows the moment the plane flies low above the highway before landing and apparently smashing into the three vehicles.
Other images show the plane broken in half alongside several car wrecks.
The FAA said it will investigate the cause of the crash.
