CCTV images appear to show the suspect, named as Xie, bending down to take a photo up the victim’s skirt.
She immediately notices and scolds the man before hurrying out of the elevator.
The alleged upskirting incident took place in Tainan City, Taiwan, on the morning of 22 May.
The woman promptly called the police and the suspect, who lives in a nearby building, was detained while trying to leave the area on his motorcycle.
Officers checked the man’s phone but he had already deleted the images, as reported by Need to Know.
A police spokesperson said: “We reviewed the CCTV cameras as part of the investigation and notified the suspect that he must answer for the crime of obstructing justice.
“We have written to the Tainan District Prosecutor’s Office to carry out a full investigation.”
A neighbour told local media: “I find it very scary.
“As a woman, of course, we should all be worried.
“If you encounter someone taking secret photos, please call the police straight away.”
