A clip of the incident shows the parking inspector running after the driver before the pair start to wrestle to the ground.
The parking inspector appears to punch and kick the member of the public before two onlookers, one of them a fellow traffic warden, break up the fight.
The second warden appears to encourage the driver to get in his car and leave the scene as soon as possible.
The brawl was filmed in the neighbourhood of Savassi, in Belo Horizonte, Brazil, last Friday (14 June).
The city transport department, BHTrans, said the warden was attacked first after giving the motorist a warning.
A spokesperson said: “BHTrans would like to clarify that a company agent was taking part in a traffic operation in Savassi on the night of 14 June.
“He warned a driver who violated traffic rules but, dissatisfied, the driver threatened and attacked the warden.
“The attack has been reported to the security agencies.”
A police investigation into the brawl is ongoing.
