Raciti, 41, was taken to hospital with severe bleeding.
He underwent emergency surgery but died in the facility in Giarre, southeast of Palermo, Sicily, Italy, from a carotid artery injury.
Suspect, Giampiero Blanco, had simply walked away after Raciti dropped to the ground in a heap.
Police arrested him at his home later that day, as reported on Need To Know.
His shirt was soaked in blood and officers seized the “medium-sized” scissors used in the attack.
He had been carrying them in a bag when he came across Raciti, near Mascali.
Investigators believe Blanco, 48, committed the act of rage after Raciti accused him of being a bad father to his daughter.
The construction worker had allegedly made remarks about the acquaintances the 22-year-old had made while studying away from home.
The row had started on Tuesday (25 Jun) and resumed the next day when the pair met on the street.
Blanco has previously been reported to the police for possession of weapons and receiving stolen goods.
He was taken into custody in Catania and is now under investigation for murder.
Police in Mascali are investigating the case.
