Screams from the crowd alerted staff members who brought the wheel to a halt.
The young boy was then lifted off unhurt.
The scare took place at the fair in Torreón in Coahuila State, Mexico, at about 12.30am on Thursday.
The wheel was part of the traditional Feria de Torreón, a popular venue for cultural events in the region.
The boy, reported to be around six years old, was waiting on the ground with his father and another child.
His mother and other relatives had already boarded the ride.
Officials said he then slipped away from his dad and grabbed a gondola from the outside.
Because of the wheel’s slow-down system, the car kept moving a short way after the emergency stop.
Staff from the ride firm, Espectaculares García, scrambled to reach him.
Spooked onlookers also leapt to the boy’s aid.
According to the footage, the boy clung on for at least 20 seconds before being rescued.
First aid checked him over and confirmed he hadn’t suffered any injuries.
Civil Protection ruled out a mechanical fault and any issues with the operation of the ride.
Chief Claudia Verónica González Díaz said her team only saw the viral clip at about 3am, hours after the scare.
Civil Protection is still checking the incident with the ride company, as reported by Need To Know.
Officials reminded parents to stick to the marked entrances and watch their children at all times.
