A shocking video filmed by the victim’s wife captured the fight, which began after Jacek stopped his Audi.
The city official can be seen running towards the man and his wife, as they sat in an Opel.
Jacek pulled the driver door open, which was already slightly ajar, and grabbed the man as the pair engaged in a brawl.
They both are out of view of the camera for a few seconds, before the victim’s wife moves further toward the window on the driver’s side.
Jacek has a firm grip of the man’s jacket, as both men roughly hang onto each other, causing them to both fall on the ground.
They continue to fight and hit each other as they get up, and the man’s wife goes over to the men to try and diffuse the situation.
She can be heard shouting repeatedly at the two of them, particularly arguing with Jacek over the attack on her husband.
Jacek appears to ignore her, and walks back toward his grey Audi vehicle, before getting in through the passenger side.
A woman was driving the car which Jacek was inside, and the incident is said to have been sparked after she overtook the man and his wife in their Opel.
The victim of the attack pointed out to the woman that her overtaking manoeuvre could have caused an accident.
According to local press, as well as extensive injuries to his skull, the victim also suffered a knocked out tooth and a broken jaw.
It is believed that he is still in hospital as he recovers from his injuries.
Jacek, who is the mayor of Katów Rybackich, a village in Poland, is currently being held by police.
He is at the District Police Headquarters in Nowy Dwór Gdanski, Poland, as reported by Need To Know.
Charges have not yet been heard in relation to the fight which occurred on 3 March at around 9am.
