A fly-tipper has been caught dumping a bag of rubbish next to a bin at the side of the road.
The man was captured on CCTV rushing across the road and discarding a bin bag next to a public bin that was already surrounded by rubbish.
Council officials are asking the public for help to “name and shame” the man.

Fly-tippers can be hit with £1,000 fixed penalty notices.
It happened in Southall, west London, and the video was shared on Saturday (23 Aug).
An Ealing Council spokesperson said: “Investigation is underway.
“If you have any information regarding this incident, you can report it via our name and shame webpage.”
Locals applauded Ealing Council for trying to track the man down and urged them to give him a fine, as reported by Need To Know.
One person said, “Hefty fines should be applied to these people.”

Another local said, “Why blur?
“Show his face so that all his neighbours and friends see his filthy behaviour.”
Another person added: “I wouldn’t call this fly tipping as it’s near a public bin.
“It needs another term, like inappropriate distribution of waste lol.”
A fourth person said: “Yes, Ealing Council.

“This is what we like to see.
“Make the fines big enough to properly put people off misbehaving.”
Someone else added: “Ealing Council don’t play.”
