But the woman appeared to have heard the rider approaching from behind.
As he tried to snatch the bag, she managed to cling on to her possessions.
The would-be thief then sped off – leaving the two friends watching on in shock.
The incident happened in Hyde Park, near Hyde Park Corner Tube station, in central London, as reported by Need To Know.
The capital has been hit with a tidal wave of e-bike crime this year.
Criminals often use modified versions of the vehicles for robberies and other offences.
The Metropolitan Police has reported a surge in crimes including phone snatching, robberies, and other theft-related incidents.
There is a particular concern about the use of illegal e-bikes, which can reach speeds much higher than the legal limit and pose a danger to the public.
Londoners who viewed the video were also fed up.
One said: “Since when did this become the norm?
“Is anyone else tired of this?”

Another added: “Just 10 to 12 years ago, Hyde Park was pretty much crime free.
“You could picnic with your family and friends without any worry.
“Now, it’s just a crime hub.
“It’s like a curfew, run home before it’s dark.”
And another said: “That’s unsettling, public spaces should feel safe for everyone.

“Luckily, it sounds like it was just an attempt and hopefully no one was hurt.”
The video of crime, which has only just emerged, happened on 6 May.
The Metropolitan Police has been approached for comment.
