But he claims the situation escalated instantly – with a shop worker allegedly shouting at him and ordering him to leave.
Footage shows the stunned tourist, from Africa, being gestured out of the store as he tries to speak to the attendant.
The clip has since gone viral on Instagram, racking up more than 393,000 likes.
“I had just landed in Riga, with so much excitement,” Joseph told ENTER LINK.

“I took a bus to the city centre, and was quite tired and thirsty.
“On my way to my hotel I wanted to get something so I wouldn’t have to step out later.
“I wanted water and a small bottle of champagne, and saw this little convenience store.”
He claims the confrontation began the moment he stepped inside.
Joseph said: “The moment I entered the store attendant started yelling, giving me hand signs to leave.
“Surprised and stunned, I was just looking because I couldn’t believe it.”
He said he attempted to greet the worker but was repeatedly told to go.
Joseph said: “I proceeded to say ‘good afternoon ma’am’ and she didn’t stop yelling – that was when I took out my phone to start recording.”
He also claimed other customers were discouraged from speaking to him.
He said: “Two other people who I assume are Latvians came into the shop and I wanted to ask if they spoke English so I could understand why she was being rude.
“She clearly instructed them not to talk to me while insisting I move out of the shop.”
Joseph said the ordeal left him shaken and forced him to cut his trip short.

He said: “I felt stunned, surprised and, in all honesty, unwelcome.
“I’ve heard of discrimination, but never experienced it that way before.
“I can’t even describe the feeling – it left a really bad taste in my mouth. It’s a bad feeling.”
He added: “Nobody should be treated this way.”
