His friend Vaibhav Rupnavar, 30, suffered a similar trauma and underwent surgery last Thursday (19 Jun) morning.
He remains under medical supervision.
Chilling footage captured by a bystander showed the moment the octopus-themed ride broke.
The ride, designed to resemble the sea creature with independently spinning tentacles, spun clockwise.
Each of the arms on the ride had four cars attached to it last Wednesday (18 Jun).
Suddenly, a loud bang was heard and the woman filming the video screamed, as reported by Need To Know.
Tushar, from Pune, Maharashtra, India, was on the ride with three friends.
Officials described the incident at Sayajiraje Park in Akluj, Anandnagar, India, as a “catastrophic malfunction”.
Tushar’s brother, Abhijeet Dhumal, has filed a formal complaint at the Akluj police station.
He alleges negligence by the ride operator and claims that the tragedy was a result of the ride being run at excessive speed and lacking proper maintenance.
Following the complaint, police have registered a case against various staff at the park.
The manager, ride operator, and other staff members are under multiple charges, including causing death by negligence and acts endangering public safety.
Vikram Salunkhe, the Assistant Inspector of the Akluj police force, confirmed that the formal complaint will serve as the foundation for an ongoing investigation.
He said: “The family is in mourning.”
