A police officer fatally shot a bar-goer in the chest at point-blank range while his hands were up.
Shocking footage shows the Ruddy Lozano Obispo standing in the venue with his arms outstretched.
Cop Anderson Quispe Briones can be seen cocking a handgun as he stands opposite him.

He presses the weapon against his chest and pulls the trigger, causing Lozano, 33, to drop onto his back.
A woman at the scene immediately rushes towards the victim as Quispe puts his hands to his head.
The officer ended up fleeing the bar in Hualgayoc, Peru, in a vehicle on Saturday (5 Oct) night.
Lozano was taken to a hospital in Bambamarca but was pronounced dead on arrival.
He was an environmental engineer and worked for the local authorities in solid-waste management.
Quispe is a lieutenant in the Peruvian National Police.
Bambamarca police chief Aldo Cáceres told local media: “The deceased and Lieutenant Quispe had been drinking alcohol.
“Unfortunately, there was a mishandling of the firearm he was carrying.

“As a result of this mishandling, a gunshot wound to the victim’s chest was inflicted.”
The police intercepted the car Quispe was driving at around 2am the next morning (6 Oct).
He was arrested, but as he was being taken to Cajamarca, he managed to escape and fled on foot through the bush.
The police continued searching for him, but he turned himself in to the authorities in Cajamarca yesterday (7 Oct) morning.
The bar’s owner, Giovanna Núñez, was the sole witness of the shooting.
She claims the two men argued briefly before Quispe fired two shots, one of which was fatal.

Lozano is survived by his parents, as reported by Need To Know.
His father, Richard Lozano, does not buy Cáceres’s explanation that Quispe simply “mishandled” his firearm.
He said: “We want justice and the truth about what happened to Ruddy. We will not rest until justice is served.”
