Visitors were stranded in the air for around half an hour at the fair in Tlaxcala, Mexico.
The 164-foot tall attraction also broke down on 25 October, the day the Tlaxcala Fair opened, as reported by Need To Know.
A video shows engineers working on the stationary ride at night.
Nobody has been reported injured in either incident.
But the two breakdowns have sparked a wave of fear among locals planning to visit the annual fair, which runs until 17 November this year.
One local commented: “Get that attraction out of circulation now, it clearly doesn’t work properly.”

Mari said: “That’s the second time it happened.”
Patricio spat: “The fair of all fairs. Bulls*it”
Francisco wrote: “And the organizers will say everything is fine and the fair will go on.
“But how can the authorities guarantee the safety of the rides?”
Mena remarked: “The riders deserve compensation for the fear caused.”
